Help, I in a trouble!!!

I address to all who is not indifferent to the destiny of people living in the country with government's cruel, heartless attitude to the citizens. First of all, I address to people living in the countries with developed democracy and high moral and cultural values. I live in Russia, in a small town, I work as an expert in repairing of river boats. I earn 8000 roubles (260$), I pay taxes and charges on electric power, water, gas and heating equaling 3840 roubles (128$). Totally, I have 3960 roubles (132$) per month for life, food, medicines and clothes. it is impossible to live in Russia on this amount of money and so I did not pay bills for utilities for some time. Now the state demands from me an unreal sum of 30000 roubles (1000$). And this sum should be paid during two months or they will take my apartment from me and I will be homeless.
There is no possibility to find a better paid job. I cannot steal - it contradicts my belief. What is only left for me is to ask. I need a huge and overwhelming sum which is impossible to collect by myself. Thanks in advance for understanding, I will be very grateful.
